Cornish Womenswear Boutique Open at Royal William Yard

The Arcade at Royal William Yard – a new cluster of small retail spaces inside the Grade I listed Brewhouse building.

A Cornish womenswear boutique with a strong community focus is opening in Plymouth for the first time.

Pebble, an independent family-run business founded in 2022, will open at the Arcade in Royal William Yard on Sunday 5 October. The new shop will bring a carefully chosen mix of clothing, accessories and gifts to the city’s waterfront.

From Cornwall to the Yard

Pebble already has stores in Looe, Saltash and Falmouth. Founder Zoe Groom came up with the idea for the business during her recovery from breast cancer, looking for a new direction that balanced creativity with purpose.

The boutique is run with the help of Zoe’s family – including her mother, daughter and step-daughter.

Pebble says it’s proud to work alongside a handpicked selection of brands across clothing, accessories, jewellery, fragrances, and candles.

Zoe Said:

“Retail is about all the interactions you have, the stories you share, and the experience you create. I want people to feel valued and special, and I want the business to make a difference to people and communities – that ethos underpins everything we do.
“We are excited for this next chapter as Pebble grows. We’ve jumped across the Tamar into Devon, and of all the places in Plymouth, Royal William Yard felt like the natural fit for our brand. We can’t wait to welcome customers into our new shop.”

Beyond the shopfront

The business has supported its communities in Cornwall by sponsoring a girls’ football team, running breast cancer awareness events, and joining in with seasonal celebrations. Plans are also underway for a clothes donation scheme to help local charities.

The new Plymouth store will stock pieces from a range of independent and sustainable brands, including:

  • One Hundred Stars – patterned kimonos and dresses
  • Ichi – affordable Scandinavian fashion
  • Merry People boots – featured in national style press
  • Lucy Kemp jewellery – handmade in Cornwall

There will also be a selection of candles, fragrances and homeware.

A new chapter for the Arcade

Pebble is the second business to join Arcade, a cluster of small retail spaces created inside the Grade I listed Brewhouse building at Royal William Yard.
