Project Kraken, a joint law enforcement initiative, is working to address these concerns across the UK’s coastlines, including Plymouth. Project Kraken encourages residents and businesses to remain vigilant and report any suspicious activity around harbours, marinas, and waterfronts. Signs of potential criminal activity may include unfamiliar boats moored in isolated locations, individuals attempting to signal vessels offshore, or people showing an unusual interest in port security measures.
Recent incidents highlight the importance of Project Kraken’s efforts. In September 2024, a fishing vessel, Lily Lola, was intercepted off the coast of Cornwall, with authorities seizing over a tonne of high-purity cocaine, estimated to be worth £100 million. Four individuals were convicted in connection with this case, demonstrating the ongoing threat posed by drug smuggling operations.

- people putting objects into waterways near bridges or marinas
- people loitering with no sense of purpose, or acting nervously
- people taking an interest in port security or buildings – maybe taking pictures or videos, or trying to gain access to restricted areas
In response to such threats, Project Kraken collaborates with the UK Border Watch, powered by Crimestoppers, to provide a confidential reporting service. Members of the public can share concerns anonymously by calling 0800 011 3304 or submitting information online.
