A new affordable housing development in St Budeaux has been completed with a revamped community library forming part of the modern building.
Leading housing association LiveWest developed 24 homes in St Budeaux for social rent which are now fully occupied. The one and two-bedroom flats are all energy efficient and four adaptable units have been designed to cater for specific needs.
Eleanor Stark, senior development manager for LiveWest, said:

The project in St Budeaux benefited from grant funding from LiveWest strategic partnership with Homes England, the Government’s housing and regeneration agency. The PV panels on the roof will help reduce energy consumption in the communal areas which will have a positive impact on service charges. The development also includes an upgraded library facility for the St Budeaux community which is leased to Plymouth City Council.
Councillor Chris Penberthy, Cabinet Member for Housing, Cooperative Development and Communities, said:
“I’m really pleased that these apartments have now become homes and that by working in partnership with LiveWest, we have been able to deliver these much-needed accessible homes.
“I’d like to give particular thanks to the Local Government Association and the Cabinet Office’s Brownfield Land Release Fund, who helped to provide initial grant funding to prepare the site for development.
“These units will make a difference to the lives of a lot of people, and I look forward to working with LiveWest on similar projects in the future.”
David Over, 38, has moved into one of the adaptable flats after searching for something more suitable for his needs. Having lived in Plymouth for over 20 years, David was diagnosed with multiple sclerosis eight years ago which restricts his mobility.
David said:
“I was previously in a home owned by my family but with my disability getting as bad as it has, it was no longer suitable. I was aware of my condition that it’s not going to get any better, so it means I’m ready for when things do get worse. It was just a matter of when I would need an adapted home.
“There are a lot of disabled people out there waiting, which is why I think it’s a miracle I managed to get this.”
